1-1. PROGRAM OBJECTIVE.
a. The primary objective of the U.S. Army JROTC Program is the promotion of patriotism, good citizenship, and leadership.
b. The objective is met through instruction in the following:
(1) Development of ability to understand the requirements for personal responsibility, acceptable standards of conduct, and respect for authority.
(2) Development of leadership potential and the ability to live, work and cooperate with others.
(3) The importance of good health and fitness.
(4) Development of logical thinking and effective communication.
(5) History, purpose and structure of the military services with emphasis on the United States Army.
(6) Educational and vocational opportunities provided by the United States Army and the necessary skills to function as a member of a military team.
1-2. MILITARY OBLIGATION. Enrollment and participation in the JROTC program does not obligate the cadet to service in any of the Armed Forces at any time.
1-3. ENROLLMENT. Enrollment and participation in the JROTC program is open to both male and female students who meet the following minimum requirements:
a. Be enrolled as a full-time student.
b. Be a citizen of the United States or aliens lawfully admitted to the United States for permanent residence.
c. Be in the ninth grade or above.
d. Maintain an acceptable standard of academic achievement.
e. Maintain acceptable standards of conduct and be of good moral character.
f. Not have been convicted by a civil court or received an initial adjudication as a juvenile offended by a civil court for other than a minor traffic offense or minor non-traffic offense (minor misdemeanor).
g. Be physically fit to participate in all aspects of the program. ( Parental statement of health required.)
h. Be approved by the Senior Army Instructor (SAI) and the school principal or his representative.
1-4. DISENROLLMENT. A cadet may be disenrolled for the following reasons:
a. At the end of the school year.
b. Upon withdrawal or removal from the school.
c. Class schedule change which precludes taking JROTC.
d. Failure to meet any of the requirements listed in paragraph 1-3 above.
e. Excessive violations of cadet regulations. (Automatic grade of "F" for the semester and removal from JROTC classes.)
f. Failure to stand the Triennial Formal Inspection unless excused by the Senior Army Instructor.
g. Failure to participate in the annual Awards Banquet and Military Ball unless excused by the Senior Army Instructor.
1-5. ACADEMIC CREDIT.
a. Enrollment will be for two semesters.
b. One half credit toward graduation will be awarded for each semester of successful completion.
c. Enrollment in JROTC is not a bar to enrollment in PE, Marching Band or Competitive Athletics.
1-6. COED SPONSORSHIP. If at any time the JROTC faculty does not include members of both sexes, the following action will be taken:
With the approval of the school principal, a willing member of the EHS faculty of the sex not represented on the JROTC faculty will be chosen as JROTC Sponsor for each year. The sponsor will serve as an advisor both to the cadets of that sex and to the Senior Army Instructor in matters pertaining to cadets of that sex.
1-7. ARMED FORCES BENEFITS.
a. A cadet who successfully completes two years of JROTC is entitled to enlist in the Regular or Reserve Component of the Armed Forces in the pay grade of E2 (second pay grade).
b. A cadet who successfully completes three years of JROTC is entitled to enlist in the Army in the Grade of Private First Class E3 (third pay grade), providing the cadet obtains a recommendation for advanced rank from the Senior Army Instructor. Although the other Armed Services are not required to do so, they generally authorize enlistment in grade E3 also.
c. A Department of the Army Training Certificate is available for issue to each cadet upon successful completion of all or part of the course. A recommendation for entitlement to the highest possible enlisted grade will be placed on the reverse side of the certificate for those who have completed the minimum requirements set by the Senior Army Instructor.
d. Advanced placement in senior ROTC may be recommended by the Senior Army Instructor for cadets who complete a minimum of two years in JROTC.
e. College ROTC scholarships are available to a wide range of cadets with demonstrated academic and leadership abilities. In addition to general scholarships, there are also special scholarships available in the areas of medicine, law, and rifle sports.
1-8. ATTENDANCE.
a. Regular attendance indicates the leadership traits of dependability, loyalty, and endurance. Irregular or poor attendance not only prevents the cadet from getting the instruction during absences, but also causes his/her squad, platoon, and company to function less efficiently. Further, unexcused or excessive absences are cause for a cadet not to be promoted, to be reduced to a lower grade, or to fail for the semester. Five (5) unexcused absences will result in a parent conference to consider removal from the class.
b. All JROTC activities requiring attendance are conducted during regular school hours except the Annual Final Review, and the annual Awards Ceremony and Military Ball. These Cadet Corps ceremonies are conducted during evenings in late April or early May, and all cadets are required to attend unless excused by the Senior Army Instructor (SAI).
c. The Triennial Formal Inspection is conducted as scheduled by Twelfth Brigade, Western ROTC Region and the Senior Army Instructor during the duty day. Attendance at the inspection is mandatory unless excused by the SAI.
