3-1. GENERAL.
a. The primary considerations for promotion to higher cadet rank are performance, demonstrated leadership ability and potential.
b. All eligible cadets will be considered for leadership positions at company and battalion level regardless of sex, race, or religion.
c. As general policy, the following rules will be used in determining promotion and appointments to cadet rank; however seniors and juniors who are LET -2 and LET-3 cadets may receive additional consideration.
(1) LET-4 cadets will be given priority consideration for appointment to commissioned officer rank at all levels.
(2) LET-3 cadets will be given priority consideration for appointment to commissioned officer rank below grade of captain and to noncommissioned officer positions from Master Sergeant to Sergeant Major. All LET-3 cadets who are classified as seniors and who are appointed to the grade of Lieutenant may be appointed to the grade First or Second Lieutenant. Position assignments in cases of this nature are immaterial.
(3) LET-2 cadets will be given priority consideration for appointment to noncommissioned officer grade of Sergeant to Staff Sergeant.
(4) LET-1 cadets will be enrolled in the grade of Cadet, with automatic promotion to Private at the successful completion of the first semester.
(a) Cadets may be promoted to Private at the end of the first six weeks if they meet the criteria of paragraph 3-3c.
(b) Cadets may be promoted to Private First Class at the end of the first twelve weeks if they meet the criteria of paragraph 3-3d.
(c) Cadets may be promoted to Corporal upon the successful completion of a promotion board.
(5) Exceptions to the above may be made when circumstances dictate due to class enrollment, shortage of qualified advanced cadets, etc. All such exceptions will be approved by the Senior Army Instructor.
3-2. PROMOTION AUTHORITY.
a. Promotions to cadet officer rank will be made by the Senior Army Instructor and if desired, reviewed by the school principal. (SAI Orders)
b. Promotions to cadet noncommissioned officer grade of Staff Sergeant through Sergeant Major will be made by the Cadet Battalion Commander in consultation with the Senior Army Instructor. (Battalion Orders)
c. Promotions to the grade of Corporal and Sergeant will be made by the Cadet Company Commander in consultation with the Senior Army Instructor. (Battalion Orders)
3-3. PROMOTION CRITERIA.
a. To be promoted to the rank of Private, a cadet must pass the weekly inspections and know the Chain of Command (App. B), Cadet Ranks (App. E), and the Cadet Creed (App. F).
b. To be promoted the rank of Private First Class, a cadet must regularly participate in JROTC activities. Acceptable activities include the competition teams, the TTU football concession and/or the volunteer service projects. The cadet must demonstrate a positive, helpful, hard-working attitude while participating.
c. Promotion to Corporal and above will be based on demonstrated effective leadership ability, curriculum knowledge, and potential. As a minimum, an individual recommended for promotion must meet the following requirements:
(1) Must not have been suspended (OSS) from school for any reason during the current semester.
(2) Must not have been expelled from school (PI, LCYC, etc.) during the current school year.
(3) Must not have more than five unexcused absences or tardies from ROTC classes during the current semester if recommended for officer rank, or more than six if recommended for NCO rank.
(4) Must be recommended by the Cadet Commander of the unit in which the position vacancy exists.
(5) If recommended for promotion to the grade of Cadet Captain or higher, cadet must have a cumulative grade average of 2.0 or higher as of the semester immediately preceding the promotion. (Note: Cadet staff is not authorized to review permanent records for grades of other cadets. All requests pertaining to these qualifications will be made to the SAI/AI).
3-4. REDUCTIONS.
a. Every effort will be made to permit a cadet to enter a new school year with at least the same rank held at the close of the previous school year. However, due to class enrollment, class schedule requirements, and/or other circumstances beyond control of the SAI, this may not always be possible. Whenever it is necessary that a cadet be appointed to rank lower than held at the end of the previous school year, it will be accomplished without prejudice. Such individuals will be given priority of consideration for promotion to the first available vacancy in the next higher grade for which qualified.
c. Any cadet may request reduction to a lower grade for personal or other reasons at any time. Any such request must be approved by the SAI, and will be accomplished without prejudice or bar to consideration for future promotion. However, any such reduction could be a selection factor when being considered for subsequent promotion to the same grade.
3-5. REDUCTIONS FOR CAUSE
a. Before recommending reduction of any cadet officer or noncommissioned officer, the Cadet Commander at each level in the Chain of Command will make a positive effort through instruction, correction, and counseling to assist the cadet being considered for reduction to overcome deficient areas. If the Cadet Commander effort fails, the cadet will be referred to the SAI for further counseling.
b. A cadet officer or NCO who is reduced for cause will not be considered for promotion again during the semester in which reduced.
c. Any cadet who is reduced a second time in any one school year may not again be promoted to a grade higher than a Private First Class during the same year.
d. A cadet may be reduced automatically for cause without recourse to cadet board action or to an appeal for any of the following reasons:
(1) Expulsion from school.
(2) Suspension from school.
(3) Insubordination, or the willful disobedience to any instructor.
(4) Upon recommendation or request of the school Principal, Vice-Principal, or Assistant Principal.
(5) Upon obtaining five unexcused absences from ROTC classes in any given semester for cadet officers and six unexcused absences for cadet NCOs.
(6) Upon commission of any wrongful act (any place / any time) which brings discredit upon ESTACADO HIGH SCHOOL, and/or the JROTC PROGRAM.
(7) Failure to meet or maintain minimum standards for their present rank.
(8) Failure to wear the uniform two times during normal uniform wear days or other specified days during any given semester.
e. Reductions of Officers.
(1) Upon receipt of a request for the reduction of a cadet officer, the Cadet Battalion Commander will, with the least practical delay, appoint a Board of Officers to determine the circumstances of the request and to recommend action to be taken. If available, the Board will consist of at least three but not more than five officers; its president shall be in the grade of captain or higher; and its lowest ranking member shall have rank equal to or higher than the rank of the officer recommended for reduction. Upon conclusion of the hearing, the president of the board shall immediately notify the Cadet Battalion Commander of its findings and recommendations. The Cadet Battalion Commander will carefully consider the recommendations of the Board and as soon as possible notify the cadet officer concerned of the Board's decision and action to be taken.
(2) If the action taken by the Cadet Battalion Commander is adverse to the cadet officer concerned, he/she will have a period of three days in which to appeal either orally or in writing to the SAI. Pending appeal to the SAI., the cadet officer concerned shall be suspended from rank and will not exercise any command or hold any authority.
(3) The Cadet Battalion Commander is responsible for developing and establishing procedures for the above described board action.
f. Reduction of NCOs (Sergeant or higher.)
Cadet noncommissioned officers in the grade of Sergeant or higher rank may be reduced on the authority of the Cadet Battalion Commander upon receipt of such a request from the unit commander or staff supervisor concerned. The Cadet Battalion Commander may, if deemed appropriate, appoint a board of NCOs along the lines of the Officer Board as outlined above. .
g. Reduction of Cadet Corporal and lower.
(1) The Cadet Company Commander has the authority to reduce enlisted cadets in the grade of corporal and below.
(2) Such cadets may, within three days, appeal reductions to the Cadet Battalion Commander who will be in the final authority in such cases.
h. ALL REDUCTIONS WILL BE ANNOUNCED IN ORDERS.
