Cadet Handbook

Section V
Uniform Regulations

5-1. GENERAL. The JROTC uniform is representative of the United States and in particular, the United States Army, its heritage and its reputation. When worn by any Estacado High School Cadet, it reflects either favorable or unfavorably on the individual, his/her home, school Corps of Cadets, and all other JROTC units as well as the United States Army. Thus, when worn, it will be worn correctly and with dignity and pride.

5-2. ISSUE.

a. All required uniform items are issued on a loan basis to each cadet, without charge, by the United States Army. The uniform remains the property of the United States Army; therefore, it will be worn and cared for as prescribed by current Army Regulations. (See Appendix C, Uniform Insignia Illustrations, for proper placement of uniform insignia.)

b. Issue of the uniform will be scheduled by the S-4/Military Property Custodian (MPC).

c. Unmarried cadets under 18 years of age are required to turn in a signed Parental Authorization Form before they will receive the uniform.

5-3. CADET RESPONSIBILITIES.

a. Cadets will be taught how to wear the uniform and its accessories. Cadets will also be given a familiarization period to accustom themselves to its proper wear. Each time the uniform is worn initially cadets are expected to improve their appearance.

Upon receipt of uniform items, the cadet becomes responsible for their security and maintenance. This responsibility includes:

(1) Cleaning and pressing.

(2) Laundry.

(3) Minor repairs, such as sewing on buttons, etc. (Alterations are not authorized. See paragraph 5-5 below.)

b. Each cadet is responsible for ensuring that the uniform is prepared for wear on required uniform days. Excuses to the effect that uniforms are dirty, in the cleaners, lost an item. etc., will not be accepted as justifiable reasons for being out of uniform on a required day. Cleaning, laundry, and replacement of any missing items must be taken care of prior to the scheduled uniform day.

c. If a uniform item becomes lost or damaged (normal wear and tear excepted), the cadet must pay for the replacement of the item and draw a replacement item from the S-4/MPC. Normal wear and tear uniform items may be turned in to the S-4/MPC for replacement on any day of the week except uniform day.

5-4. WEAR OF THE UNIFORM.

a. The uniform will be worn on each week as indicated on the Weekly Training Schedule. Any change to uniform day will be conspicuously posted on each bulletin board. Unexcused failure to wear the uniform on the designated uniform day will result in a grade of "0" for that day. It will also result in a phone call to parents reference requirements to wear the uniform on uniform day; to wear it proudly and to wear the uniform all day. Cadets absent on uniform day will wear the uniform on the day they return to school following the absence on uniform day (the only authorized make up). Two failures to wear the uniform on designated uniform day will result in a parent conference and twenty-five percent (25%) of the cadet's grade will be affected for that particular six weeks. A third failure to wear the uniform on uniform day is grounds for removal from class and an "F" for the semester.

b. The uniform will be worn according to regulations whether on or off campus.

c. Army Regulations specifically require that:

(1) When worn, the uniform will be worn complete. Do not mix uniform items of civilian clothing. Example: Do not wear the uniform shirt with civilian trousers.

(2) The uniform will not be worn at assemblies such as political rallies, demonstrations of any type or at commercial functions, etc., where the presence of the uniform may indicate Army approval or disapproval of the activity, political party, or product.

(3) The uniform will not be worn outside the United States or its territorial possessions without specific authority.

d. Cadets wear the uniform only when specified by the Senior Army Instructor. If there is any other occasion for which the cadet wishes to wear the uniform, ask the Senior Army Instructor for permission.

e. Only authorized insignia will be worn on the uniform. Civilian jewelry and other non-military items such as club pins, or insignia, broaches, ornaments, political party pins, etc., are not authorized for wear on the uniform.

5-5. ALTERATIONS. In order to ensure only authorized alterations are made to uniforms items, cadets will turn in items needing alterations to the Military Property Custodian. Unauthorized alterations may result in full payment for the item by the responsible cadet.

5-6. TURN-IN OF UNIFORMS.

a. Complete uniforms must be turned in at the end of the school year.

b. Other occasions for uniform turn in within two days are:

(1) Following expulsion or withdrawal from school.

(2) Following disenrollment, either during or at the end of a semester.

(3) After being directed to do so by the Senior Army Instructor or the Military Property Custodian.
