Award Program

9-1. GENERAL

a. The purpose of the Awards Program is to provide a means to recognize heroic, distinguished, meritorious, and other commendable acts of the individual cadet and his/her status, achievements, and service.

b. Only the awards, decorations, and badges prescribed in this section will be worn by cadets on their uniforms. Other awards and decorations, subject to law and regulation, may be accepted by cadets, but are not to be worn on the uniform.

c. The initial issue of the awards contained in this section will be made at no cost to the cadet; however, the cost of maintenance and/or replacement must be born by the individual.

d. Subsequent or multiple awards of any ribbon or medal will designated with a lamp device as follows: 2 nd award= bronze lamp; 3 rd award= silver lamp; 4 th award= gold lamp; 5 th award= 1 gold and 1 bronze lamp; 6 th award= 1 gold and 1 silver lamp; 7 th award= 2 gold lamps, and so on. In no case will more than one of the same ribbon, medal or medallion be worn.

e. Awards given to deserving cadets will be awarded as soon as practical following the date earned, and will be awarded at an appropriate ceremony.

f. It is the responsibility of any individual having personal knowledge of an act, achievement, or service believed to warrant the award of a decoration to submit a recommendation for consideration. Recommendations will be submitted in writing through cadet command channels.

9-2. ORDER OF MERIT

a. Medal awards will be worn in the order of precedence from the wearer's right to left in one or more rows.

(1) Female personnel. Medals will be worn centered on the left side immediately below the bottom line of ribbons.

(2) Male personnel. Medals will be worn centered on the left pocket flap immediately below the bottom line of ribbons.

(3) The order of precedence is listed below (9-3)

b. The basic qualification badge for marksmanship will be worn centered left to right and top to bottom on the left breast pocket of the coat or shirt (when worn as an outer garment).

c. Ribbons will be worn in the order of precedence from the wearer's right to left in one or more rows.

(1) Female personnel. Ribbons will be worn centered on the left side with the bottom row positioned parallel to the bottom edge of the nameplate

(2) Male personnel. Ribbons will be worn entered 1/8 inch above the left breast pocket.

(3) The order of precedence is listed below (9-6).

9-3. MEDAL AWARDS.

a. Medal for Heroism

(1) Presented by Department of the Army.

(2) Awarded to a JROTC cadet who shall have distinguished himself/herself by an act of heroism.

b. Superior Cadet Decoration

(1) Presented by Department of the Army.

(2) Awarded to one outstanding cadet in each Leadership Education and Training (LET) level. Cadet must be in upper fourth of JROTC class and overall academic standing; nomination by selection board; approved by the SAI and school principal. A subsequent award to the same cadet is indicated by a four-pointed star.

c. Legion of Valor Bronze Cross for Achievement

(1) Presented by the Legion of Valor of the United States of America, Inc.

(2) Awarded to a LET-3 cadet who meets the same requirements as for the Superior Cadet Decoration.

d. Sons of the American Revolution Award

(1) Presented by the Sons of the American Revolution.

(2) Must be at least a LET-2 cadet who has shown a high degree of merit with respect to leadership qualities, soldierly bearing, and excellence in JROTC studies and activities.

e. Military Order of World Wars Award

(1) Presented by the Military Order of World Wars.

(2) Awarded to a cadet who exhibits outstanding leadership and academic excellence.

f. Daughters of the American Revolution Award

(1) Presented by the Daughters of the American Revolution.

(2) Awarded to a cadet who is a member of the graduation class; in the top 25 percent of the cadets in JROTC and academic subjects; and who has demonstrated qualities of dependability and good character, adherence to military discipline, leadership ability and fundamental and patriotic understanding of the importance of ROTC training.

f. American Legion Award for Military Excellence

(1) Presented by the by the American Legion.

(2) Awarded to a cadet who is in the top 25 percent of his/her class academic standing and JROTC subjects, and who has demonstrated outstanding qualities in military leadership, discipline, character, and citizenship.

g. The American Legion Award for Scholastic Excellence

(1) Presented by the American Legion.

(2) Awarded to a cadet who is in the top 10 percent of his/her class in academic subjects, the top 25 percent of his/her JROTC class, and who has demonstrated qualities of leadership and has actively participated in related student activities such as student organizations, constructive activities, or sports

h. American Legion Award for Marksmanship

(1) Presented by the American Legion.

(2) Awarded to the cadet firing the highest score during qualification firing.

i. The National Sojourners Award

(1) Presented by the National Sojourners.

(2) Awarded to a cadet who exhibits leadership, patriotism, devotion to God and willingness to help others.

j. Scottish Rite of Freemasonry JROTC Award

(1) Presented by the Scottish Rite.

(2) Awarded to a cadet in the top 25% of his or her academic class who has contributed the most among cadets on campus to encourage and demonstrate Americanism, by deed or conduct during participation in integrated-curricular activities or community projects.

k. U.S. Army Recruiting Command Award

(1) Presented by the U.S. Army Recruiting Command.

(2) Awarded to a cadet who is a LET 2 (three-year program) or LET 3 (four-year program) and who has demonstrated outstanding leadership in JROTC, school activities, extracurricular activities and academics.

l. Noncommissioned Officers Association Award for JROTC

(1) Presented by the NCOA.

(2) Presented to the most outstanding noncommissioned officer cadet. The cadet must have consistently exhibited the best military bearing, personal appearance, deportment, and leadership ability in the unit.

m. Association of the United States Army Award

(1) Presented by the Association of the United States Army.

(2) Awarded to a cadet who has demonstrated outstanding leadership characteristics.

n. The Military Officers of America Association Award

(1) Presented by The Military Officers of America Association.

(2) Awarded to a cadet who demonstrates a high potential as an officer, one who demonstrates exceptional leadership and displays a high degree of patriotism.

o. Reserve Officers Association Award

(1) Presented by the Reserve Officers Association.

(2) Awarded to a cadet who demonstrates an exceptionally high degree of leadership, loyalty to country, devotion to duty and academic achievement and has demonstrated a high potential as an officer.

p. Military Order of the Purple Heart

(1) Presented by the Military Order of the Purple Heart.

(2) Awarded to a cadet who holds a positive attitude toward JROTC and the country; holds a leadership position within the cadet corps, and who is active in school and community affairs.

q. The Veterans of Foreign Wars Award

(1) Presented by the Veterans of Foreign Wars.

(2) Presented to one male and one female cadet who excel in leadership, and academics as well as extra-curriculum activities.

r. The AMVETS Award

(1) Presented by the American Veterans of W.W.II, Korea, Vietnam and those serving thereafter.

(2) Awarded to a cadet whose diligence is outstanding in the discharge of duties, and has a willingness to serve both God and country for the mutual benefit of all.

s. The Retired Enlisted Association Award

(1) Presented by the Retired Enlisted Association.

(2) Awarded to a cadet who is a LET 2 (three-year program) or LET 3 (four-year program) who is in good academic standing, presents outstanding military bearing, and exhibits a high degree of loyalty to the unit, school, community and the country.

t. The Daedalian Award

(1) Presented by the Daedalian Society.

(2) Awarded to a cadet exhibiting loyalty, patriotism and leadership potential to become an officer.

u. Academic Achievement Insignia

(1) Presented by the Senior Army Instructor.

(2) Awarded annually to cadets in the top 10 percent of each Leadership and Education Training (LET) level based on grades earned in JROTC courses.

s. Cadet Challenge Medals

(1) Presented by the Senior Army Instructor.

(2) Awarded annually to male and female cadets who complete the Cadet Challenge with the top five scores for the female category and the top five scores for the male category.

9-4. QUALIFICATION BADGES.

a. Qualification badges for marksmanship will be awarded to cadets who qualify during regular qualification firing. Only the latest award will be worn.

b. Cadets will fire individual events IAW the National Standard Three Position Air Rifle Rules for qualification:

(1) for Marksman or Sharpshooter:

10 rounds from the standing position;
10 rounds from the prone position.

(2) for Expert:

10 rounds from the standing position;
10 rounds from the kneeling position;
10 rounds from the prone position.

c. Qualification scores are:

(1) 000-109 Unqualified

(2) 110-129 Marksman

(3) 130-200 Sharpshooter

(4) 201-300 Expert

9-5. MARKSMANSHIP MEDALS. Medals awarded to members of winning teams in ROTC region interscholastic indoor smallbore and air rifle matches are authorized for wear on the uniform.

9-6. JROTC RIBBON AWARDS.

a. Academic Awards.

(1) Distinguished Cadet Award for Scholastic Excellence

(a) Presented by Superintendent of Schools.

(b) Awarded annually to one cadet who exhibits the highest degree of excellence in scholastics.

(2) Academic Excellence Award

(a) Presented by school principal.

(b) Awarded annually to one cadet in each LET level for maintaining highest school academic grades.

(3) Academic Achievement Award

(a) Presented by Senior Army Instructor.

(b) Awarded annually to those cadets that maintain a grade of "A" in all ROTC academic subjects.

(b) Awarded to cadets with no unexcused absences during each semester.

(b) Awarded annually to cadets who maintain excellent physical fitness. Cadets must receive an 85% rating or better in all 5 Cadet Challenge events.

9-7. TROPHY/PLAQUE AWARDS.

a. Distinguished Cadet Plaque

(1) Presented by Senior Army Instructor.

(2) Awarded to the one cadet selected to be the most outstanding during the year. The cadet must be the recipient of Superior Cadet Decoration, and have more total points than the other three recipients.

b. Battalion Commander's Plaque

(1) Presented by Estacado Principal.

(2) Awarded annually to the out-going Cadet Battalion Commander.

c. Best Drilled First Year Cadet Plaque

(1) Presented by Senior Army Instructor.

(2) Awarded annually to the best drilled male and female cadets in their first year, as determined in open competition at the end of the year.

d. Marksmanship Plaque

(1) Presented by Senior Army Instructor.

(2) Awarded annually to the top three scores during regular marksmanship qualification firing.

e. Best Drilled Plaques

(1) Presented by Senior Army Instructor.

(2) Awarded annually to the leaders of the squad, platoon, and company winning the best drilled unit competition during the annual/Triannual inspection.

f. Honor Company Plaque

(1) Presented by Senior Army Instructor.

(2) Awarded annually to the Company Commander of the company which receives the highest number of honor company points. Points are awarded for attendance, drill performance, uniform inspection, academic performance, conduct, courtesy, etc.
